Strategies for Achieving Equity and Prosperity in Saskatchewan

This paper proposes a resolution to the apparent equity/growth policy conflict, and an alternative to welfare-based anti-poverty strategies. The key lies in income security reform coupled with an aggressive human resource development strategy to increase the real economic inclusion of low-income people.
